Why IT and Tech Business Experts Must Be Reserved for Ukraine’s Economic Health

In a recent announcement, Mykhailo Fedorov, Ukraine’s Minister of Digital Transformation, emphasized the importance of reserving specialists in technological and innovative businesses to ensure the continued contribution of companies to the country’s budget. Despite the IT sector’s significant role in the Ukrainian economy, contributing nearly 5% to the GDP and over 20.8 billion hryvnias in taxes last year, only 1.5% of the sector’s 300,000 employees are currently reserved. Fedorov highlighted the critical need for reserving top-level IT specialists, including architects, developers, and engineers, to maintain Ukraine’s strategic resources and economic stability.

The process of reserving employees came under scrutiny following a scandal involving the reservation of employees from companies like Favbet, Glovo, and Visa. Yulia Svyridenko, head of the Ministry of Economy, clarified the reserving process, noting that companies are recognized as critical based on specific criteria, including the absence of unified social tax debt, salary levels, and residency in Diya City. This incident has prompted a reevaluation of the Cabinet Resolution No. 76 to better meet the current needs of businesses and the country.
